The Regent is responsible for overseeing the meetings and proceedings of the Council and ensuring that its decisions are carried out. The Council has the power to introduce and pass laws, and to make decisions on a wide range of issues affecting Thalass and its citizens. The Council is also responsible for appointing officials and overseeing the day-to-day operations of the government.

The Council is a crucial institution in Thalassian governance, and its decisions significantly impact the nation and its people. The Council is committed to promoting all Thalassians' well-being and prosperity and ensuring their needs are met.

The Regent of the Sea

In Thalass, any citizen may propose a bill, which is then sent to the Deputy Portmaster in their town or city. The Deputy Portmaster then reviews the bill and may make modifications before sending it to the Portmaster in their province, who also reviews and modifies the bill as needed.

After this, the bill is sent to the Governing Council for consideration. The Council may consider, modify, consolidate, or decline the bill, and then votes on whether to pass it into law. The Regent of the Sea may also modify the bill before signing it into law, but these modifications must not damage the intent of the bill.

Before bills are sent to higher authorities, any modifications to bills by Deputy Portmasters must be voted on by the population. Likewise, any modifications to bills submitted to Portmasters must be voted on by the Deputies before submitting with the goal of ensuring the intent of the bill is not damaged.

If the Council believes that the Regent's modifications have damaged the intent of the bill, they may recall the bill and revote on it without the Regent's vote, requiring a majority of seven votes to pass. In this case, the Regent is then required to sign the bill into law as written.

Overall, the process of passing a bill into law in Thalass involves multiple stages of review and voting to ensure that the bill is fair, just, and in the best interests of the nation and its citizens.

The Portmaster of each pearl city is the highest-ranking official in their district, and works closely with their deputies to oversee the governance of the entire region. The Portmaster is responsible for ensuring that the needs of their district are met, and for representing their region in negotiations and discussions with other districts and the central government.
